The La Perouse Loop yesterday.  It’s October 1, Saturday,  early Spring and the Loop and Anzac and Bunnerong have a long way to go before the upgrade is complete and we’re already seeing the problems predicted in March 2009.  What is in store for the high tourist summer season?

(Photos courtesy of  Greg Bond –  L-R:   soon to be deleted parking on Anzac; Boatshed Turnabout chaos; Coffs Harbour Tourist bus parked well away from Bare Island destination – so much for ‘access’ policies and tourist promotion; stream of traffic circling the the Loop;  parking soon to be deleted.)

Why couldn’t some of the proposed changes have been trialled during the 2009/10 Summer as suggested?  Why couldn’t questions asked about total parking in the area have been answered?   We were told there would be no loss of parking on the Loop but could not get answers about  how that related to the total amount of parking available eg. next to the terminus, and along Anzac and Bunnerong,  because this, we were told, was ‘outside the Consultation area’.  See link.

And why didn’t we have proper consultation?  When the Loop was put on exhibition the boundaries were tight and the following items were excluded from discussion:

the ‘defacto’ parking area next to the Bus Terminus.  It was assumed that this would return as a carpark after Energy Australia works there were complete.  But it didn’t.  Council organised with the RTA and Energy Australia to convert it into a park.  Energy Australia paid for the rubbish bin, 2 seats, bollards and turf – upwards of $20,000.  All done without open transparent consultation.

Anzac Parade (from the new roundabout heading north to Bunnerong) and Bunnerong to Military.  It has a been a very long wait to get the road fixed but again this was not put on exhibition for comment.  Parking is being taken off the roads so  reducing the amount available for visitors and putting added pressure on residents in Elaroo, Grose, Endeavour and Goorawahl.  When Council was asked to include all roadways south of the Grose/Elaroo intersection in the traffic study they refused.

the Bus Terminus.  It was only by chance that residents found out that there are plans to take away the Bus Turning Area:  see link This proposal wasn’t done in consultation with bus drivers and passengers.  When the new Minister, Gladys Berejiklian, was alerted to the matter of inadequate consultation, she responded  (28/9/11)  “State Transit is still discussing the turning loop with Council and I am assured there will be no work completed near the bus turning loop until this matter can be resolved to the satisfaction of both State Transit and Council”. Hopefully now those who drive and ride the buses and other clients of both the STA and Council will get their views heard on this matter.UPDATE 6 October.  Less than 5 working days from the Minister’s letter being emailed the entry to the Bus Terminus has been concreted with kerbing.  Bus Depot at Port Botany not advised. (see photos above)

When changes were made to the original Loop Plan not all those who had taken the time to make written submissions were notified.  One of the major changes was the addition of the Boat Shed Roundabout.

Comment on traffic issues (Greg Bond):

So far we have seen two accidents on the new loop. A car the other day hit one of the new square bollards and knocked it clear out of the concrete pavement and chipped the edges off another bollard. There was a pile up today when someone backed out of a parking space into the oncoming traffic because you cannot see around the bend with the parallel parking on the inside. I have made three attempts to park in the new parallel parking over the past two days and could not negotiate between two other cars without three attempts and holding up traffic and people abusing me, then I could get the door open and had to move. The parking spaces are so narrow that you can hardly get the doors open enough to get out without hitting the car next door, unless you are driving a Barina or Hyundai Getz. The measurements are from the centres of the white lines 2.45metres. The parking spaces at Cann Park which are safe and allow you to open your doors open and get people, babies and your gear out are centres of 2.8 metres. Yarra Bay car park are 2.65metre centres and the new car park extension at Yarra Bay are 2.5metre centres which are also a problem. I have a Pathfinder and need to open the door at least 53 centimetres to get out at a squeeze without hurting my back. That’s just over half a metre. We are talking about a headland where people have picnic gear, eskies, fishing gear, dive equipment, strollers, etc. 2.45metres is totally inadequate to safely alight from a vehicle and to avoid damage to other vehicles, especially with the daily high wind conditions at La Perouse where you have to hand on tight to the door handle to prevent the door from flying open with the wind. Elderly people need a wider opening to get out, as do people getting kids out of baby seats where you need space. Also you can’t make a clean swing into the right angled spaces and need to reverse up and forward a couple of times. The solution is to not have line markings (which look ugly anyway) so that people can park at a safe distance from one another like they have for over 50 years without incident. The loss of parking for the museum and the cafes for a roundabout is appalling as is having to drive all the way around a congested loop to get to there. Why is Council so determined to squeeze everything so dangerously tight and bugger the traffic flow. There should be a compensation package for the victims of such poor design.

Correspondence to the General Manager Randwick Council 13.3.09. Of particular concern was the adequacy of the Consultation:
Point 16: We need transparency in this process. Submissions should be posted on the Council website so stakeholders know what is being said by all parties. Stakeholders can then add their support for comments they agree with or they can provide arguments against those they don’t agree with. IPART conducts business like this and so does the Federal Government. It is very simple to convert documents to PDF format and load them onto the website. Those who don’t want to participate in a transparent process can indicate that their submissions are not for publication and this can be recorded so other stakeholders are aware. Verbal comments collected at workshops or other meetings can be recorded and posted up as well.
